During the last decade, County eligibility work has been shifting dramatically. Eligibility work has quickly changed from caseloads to complex systems where work is combined, shared, and divided in new ways, without much time to measure the success of these systems. Our research suggests that San Diego is at the forefront of these changes with the Universal Worker System, and that they have been detrimental to the capacity of eligibility workers to properly serve clients and establish an acceptable work-life balance. With turnover and overtime levels increasing, and tenure of employees plummeting, changes are necessary to better serve our clients during difficult economic times and protect the health and well-being of frontline workers.
