Side Letter of Agreement
Between SEIU Local 221 and MAAC
June 24, 2024
To assist with a pipeline of potential qualified applicants for hard-to-recruit Child Development Program
vacancies, SEIU LOCAL 221 and MAAC agree to the following provisions regarding the Early Childhood
Education (ECE} Apprenticeship Program:
• Effective the first pay period after agreement and cont1nu1ng forward for the duration of the
program. ECE apprentices will be paid at the minimum hourly rate listed in the collective
bargaining agreement {CBA). For 2024 that amount is $19.10. Apprentices shall receive a 2.5%
increase to their base wage upon successful completion of 6 units or on January 1, 2025,
whichever comes first.
• All current program aides and kitchen aides hired on or before August 1, 2023 shall receive a
step increase effective upon the signing of this agreement.
• To ensure intema! pay equity, MAAC shall conduct a salary compensation study for all SEIU-
represented positions. to be completed by June 30, 2025.
- Future modifications to the Apprentice position, including the creation of a career ladder. shall be
subject to meet and confer between the parties and a wage reopener, as applicable. - Any permanent employees who joined the apprenticeship program shall immediately be reinstated to
the bargaining unit with their seniority and any other applicable benefits reinstated. Should these
employees be unsuccessful in the Apprenticeship program, they shall have the right to return to their
former pay range and step, and former position following bumping procedures established in the
Collective Bargaining Agreement (CBA), and shall not have to serve a new probationary period. - Apprenticeship employees shall immediately be members of the SEIU 221 bargaining unit and shall
have all rights and responsibilities established through the CBA. Where terms of employment offered to
Apprentices at the time of hiring conflict with the contract, the program requirements shall take
precedence while an Employee is filling the Apprentice position. In all other cases the CBA shall take
precedence. - A new probationary category shall be established for the Apprentices, which shall last for the duration
of the apprenticeship program. The length of this probationary period shall be non-precedent setting. - Any apprenticeship participant may apply for a permanent MAAC position once they meet the minimum
qualifications of a position. - Following successful completion of the apprenticeship program requirements, apprentices who are
provided a promotional job offer will be placed on their initial 6-month probationary work period as
outlined in article 11 of the CBA. - Upon completion of the Apprenticeship program. MAAG will make every effort to ensure that all
program participants are placed into a vacant MAAC position in which they meet the minimum
qualifications.
In witness hereof, the parties have agreed to the aforementioned written modifications of effective
this 24th day of June, 2024.
