Call for delegates to SEIU Constitutional Convention

The Service Employees International Union is holding our 27th Quadrennial Constitutional Convention this year where we will renew our commitment to our vision for a just society and deliberate on a plan, through unions for all, to create the conditions to achieve the vision. From April 23 to April 27, 2020, we will convene in Chicago, Illinois with thousands of other SEIU member delegates to chart the course of our union. During this convention we will elect the officers to our International Union and make decisions that drive our union forward.

SEIU Local 221 has been allotted seven (7) delegate slots per the Bylaws and Constitution of the International Union, plus four slots for the elected officers. The Executive Board has designated four (4) delegate slots for County Chapter members and three (3) delegate slots for Non County Chapter members. On March 13th and March 14th, 2020 we will be holding elections for these delegate positions. The process described below has been set forth by the SEIU Local 221 Executive Board.

Process

Only members in good standing for one year (member who has paid dues to SEIU Local 221 continuously for one year) can compete for a chance to be elected as a delegate to the International Union Convention. Each member who meets this criterion must obtain a Nomination Petition and Delegate Acceptance Letter from the SEIU Local 221 office or on our website, www.seiu221.org. Each Nomination Petition must be signed by twenty (20) SEIU Local 221 members in good standing (member whose dues are current). Each Nomination Petition must be accompanied by the Delegate Acceptance Letter.

All nomination petitions and acceptance letters must be received at the Local 221 office no later than 5:00pm on Friday, February 28th, 2020. The Election Committee will review the nomination petitions to certify that all nominees and their signatories are in good standing.

Once nomination petitions have been reviewed and certified a candidate list will be created and certified by the Election Committee. Delegate nominees will be notified of their candidacy. At this point candidates are free to begin lining up supporters to vote for them in the delegate elections. All candidates are encouraged to submit a candidate statement no more than 200 words to SEIU Local 221 for review by members.

The delegate election will be held on Saturday, March 14th, 2020. For members who will be unable to vote on March 14th the Election Committee will hold an early voting session on Friday, March 13th, 2020 from 8:30am to 6:30pm at the SEIU Local 221 office located at 4004 Kearny Mesa Road, San Diego, CA 92111. Candidates will not be present at this vote.

On Saturday, March 14th, 2020 the delegate election will be held at the SEIU Local 221 office from 8:30am to 12:00pm. At 8:30am candidates are asked to be available to meet the members assembled and discuss why they would like to represent Local 221 at the International Convention. All candidates will be given two (2) minutes to speak to the assembly of members. After the last candidate has spoken, voting will commence no earlier than 9:00am. After all assembled members have cast ballots no later than 12:00pm; the Election Committee will close the voting process and tally all votes. Once the votes are tallied the Election Committee will certify the results to be posted on Local 221’s website and in the Local Union lobby.

Timeline

February 12th Notify members of the nomination process. Nomination Petitions and Delegate Acceptance Letter made available to members.
February 28th Deadline for all Nomination Petitions and Delegate Acceptance Letters to be received at SEIU Local 221 by 5:00pm.
March 5th Candidates for Delegate will be certified and notified of their status.
March 13th Early voting at the SEIU Local 221 office from 8:30am to 6:30pm.
March 14th Election at SEIU Local 221. Candidates meet with members at 8:30am. Voting commences at 9:00am. Voting closes at 12:00pm. Ballots are counted and results posted.

Expectation

All members elected as delegates are expected to attend the convention in Chicago. All travel costs and hotel accommodations will be paid for by SEIU Local 221. Travel days will be Thursday, April 23, 2020 to Monday, April 27, 2020. SEIU Local 221 will not pay for lost wages and benefits. Delegates will have to take their own time off work to attend the Convention. Optional pre-Convention meeting will occur in Los Angeles on Tuesday, March 17th 2020.

Members selected as delegates to the International Convention are expected to attend all Convention functions and be present for all floor discussions. Delegates are expected to confer daily on the decisions and resolutions to be considered. All delegates are expected to hold themselves in a manner that is respectful and properly represents our local union.
